Lindsey was born in 1858, the son of Thomas Ingalls and Lillis Fish.
The 1860 US census for Lowell, Massachusetts lists residents of a home as head of household Thomas Ingalls (42), a policeman, Lydia [sic] Ingalls (40), a housewife, Mary A Ingalls (10), a student, Rosanna Ingalls (7), a student, Thomas Ingalls (5), a student, and Linsey [sic] E Ingalls (1). Thomas has a personal estate valued at $100. All were born in Massachusetts except for Lydia [sic] who was born in Maine.
The 1870 US census for Lowell, Massachusetts lists residents of a household as Thomas Ingalls (48), born in New Hampshire, employed by the city police, Lillias Ingalls (47), born in Maine, keeping house, Abbie Ingalls (20), born in Massachusetts, single, employed at a cotton mill, Rosie Ingalls (6), born in Massachusetts, employed at a cotton mill, Thomas Ingalls (14), born in Massachusetts, attending school, and Lindsey M Ingalls (11), born in Massachusetts, attending school. Thomas has a personal estate valued at $3000.
He married Nellie May Greenleaf on 26 Jul 1879 (unsourced date) in Massachusetts. They were the parents of fourteen known children, all born in Lowell:

The 1900 US census for Lowell lists the occupants of a rented home located at 147 Coburn Street as head of household Linsey [sic] E Ingalls (42), a police officer, his wife of twenty years Nellie M Ingalls (39), mother of twelve children, six living at the time of this report, daughter Carrie Ingalls (19), a saleswoman at a variety store, son Frank L Ingalls (17), a clerk at a printing office, daughter Grace M Ingalls (16), daughter Ruth A Ingalls (13), at school, son Jason G Ingalls (5), and daughter Gladis [sic] L Ingalls (2). All were born in Massachusetts except for Nellie who was born in Maine.
The 1910 US census for Lowell, Massachusetts lists the residents of a rented home located at 147 Coburn Street as head of household Lindsay [sic] C Inglis [sic] (51), a city policeman, his wife of thirty-one years Nellie M (49), daughter Grace M (26), employed as a box maker at a box shop, daughter Ruth E (23), employed as a box maker at a box shop, son Jason G (15), a student, daughter Gladys M (12), a student, daughter Dorothy I (8), a student and daughter Abie [sic] G (5), a student.
The 1920 US census for Lowell, Massachusetts lists the occupants of a rented home located at 169 Third Street as Lindsay Ingalls (61), a city policeman, wife Nellie Ingalls (59), son Jason Ingalls (25), single, employed as a clerk at a dry goods store, daughter Gladys Ingalls (21), single, no occupation, daughter Dorothy Ingalls (18), a bookkeeper at a grocery store, and daughter Alice Ingalls (15), a student.
Lindsey E. Ingalls was a member of the Lowell Police Department for over 35 years, being appointed in 1889. In June of 1924, after being on "light duty for some time past", Ptl. Lindsey, at the age of 65, requested to be retired and put on the pension rolls. Superintendent Atkinson approved his request and Ptl. Lindsey was granted a pension of $912.50 monthly. Lindsey passed away in 1928 and is buried at the Edson Cemetery, Lowell, Massachusetts.
