Travis was born in 1922 in Corrigan, Texas. He was the son of Lee Hulett and Maggie Johnson. Travis served in the U.S. Army during World War II from 1943 to 1945.

He married Rosie Lee Walker prior to 1950. They raised a number of children in Corrigan where he worked for the Dixon Furniture Company. He retired from that company prior to his passing in a hospital in Nacogdoches in 1996. Travis was buried in the Union Springs Cemetery in Corrigan.
