In 1804, commissaris generaal de Mist travelled around the interior of the Cape of Good Hope. In the "De Mist Journal" of 1804[1], the entries for 9-10 March describes how the travel party came through the kloof from Vendutiekraal in the Hexriver valley to the Brede River valley. They had lunch at the Tweefontein farm of C. du Toit (now at de Wet station), continued to stay over at P. du Toit Senior at the Roodezand farm (where Worcester was later built). From there they travelled up north to the farm "Breederivier" of J.A. du Plessis, near Olifantsberg where they had lunch, continuing past a few more farms to "de Liefde", owned by P. Hugo. In later maps, this farm is south of Tulbagh, just south of Wolseley, and in the area named "Mosterthoek".
The Paul Hugo from this profile seems an excellent match for this "P. Hugo" farming at "de Liefde". It would have been quite possible for this same man to also have a grazing area up in the Bokkenveld.
