Biography
Hugh was born in 1859. He was the son of Hugh Hay and Melissa DeBeck. He studied medicine at the university of the City of New York, graduating in 1884. He practiced in Digby NS until 1888 when he returned to Woodstock to practice. He became the county corner in 1918. He lived in Chipman and passed away in 1940, age 81.
