Herbert Baring Harington was born about November 1831 in St Peter Port, Guernsey. He was the eldest son of Rev John Harington and Anne Spencer (Young) Harington. [1] At about 4 years old his father was appointed Rector of Portland and the family moved to Isle of Portland in Dorset. In 1838 the family moved to Little Hinton in Wiltshire where John was rector for many years.
At the 1851 census Herbert, his parent and three of his brothers are present in The Rectory at Little Hinton, as is his cousin Willington Young aged 10 plus six other boys between 9 and 12 who are visitors along with a governess and 3 servants [2]
On 19 March 1851 Herbert matriculated to Wadham College, Oxford University aged 19. He obtained a B.A. in 1856 and an M.A. in 1861. [3]
Herbert joined the Indian Civil Service on 2 February 1857 as a telegraph assistant. He served during the Indian Mutiny receiving the medal and clasp. From February 1860 Herbert served in the Oudh Commission, initially as an assistant commissioner and assistant settlement officer. From 1869 to 1873 he was secretary to the chief commissioner. Also offg. dir. of pubic instrn. 1870. Herbert was appointed deputy commissioner of the Oudh Commission (the East India Company governance of North India) in July 1875 and served as a district judge at Lucknow from 1879 to 1881. He retired in November 1887. [4] In 1881 Herbert was a deputy commissioner with responsibility for the Judicial Department and second grade district judge at Lucknow [5] In 1885 he was a deputy commissioner in Sultanpur
Non-legal records in England from 1861 onwards mostly have the last name spelled Harrington but death records and a few others retain the correct spelling Harington.
In 1861 Herbert is at the home of the VIcar of St Peter Port, possibly on holiday from his M.A. at Oxford [1]
On 27 December 1866 Herbert married Eleanora Sophia Anderson, the daughter of Andrew Anderson at Lucknow, Bengal, India [6] There were eight children from the marriage
At the 1891 census Herbert is a visitor with Kenneth Deighton, another retired Indian Civil Servant, at Redcliffe Villa, Westgate-on-sea, Kent [7] Eleanora and daughters Ethel, Edith, Miller and Sybil at Dulwich Village. London [8]
In 1900 Herbert lived at 2 Beaumont Cres, West Kensington. [9] Daughter Sybil died in the Fulham registration district which includes this address in the 3rd quarter on 1900 [10] The 1901 census shows Herbert, Eleanora, daughters Ethel and Edith and 2 servants living at 2 Beaumont Crescent, Fulham [11] [12]
By 1905 Herbert had moved to 22 Mornington Ave, West Kensington, Middlesex [13] [14] where he was living when he died at St Thomas Hospital, Surrey on 9 February 1906. [15] Probate was granted on an estate of £118 6s to his brother Arthur Henry Harington on 21 February 1906. [16]
