Research notes
I visited the State Library of Tasmania, and can confirm that the Tasmanian Archives research file for William Green (https://stors.tas.gov.au/NI/1805658) is not for this William. It is for a William Green who was born in Chailey, East Sussex, England on 29 January 1790 (son of William Shaw and Susan Green), enlisted with the Regiment of Foot in 1812, and died on 3 November 1862 in Tasmania.
THE NEW MAYOR.
Alderman Green, on taking his seat as Mayor, took the opportunity of again thanking the Aldermen for the honour they had conferred upon him in electing him as their chairman and Mayor of the city for the ensuing year.
... The aldermen who retire this year are
the Mayor, Mr. Burgess, and Mr Pike. The two latter were again proposed as candidates but Mr. Green did not seek re-election, as he will temporarily retire from public life and pay a visit to the Mother Country. ...
GREEN.—On May 25th, at his daughter's residence, Melville House, Melville street, of acute bronchitis, W. P. Green, aged 69.
