He was a bondsman, civil servant and the largest and one of the most successful city works contractors in New York City during his time.

Charles Devlin was born in 1805, and according to a findagrave entry, in Lurgan, County Armagh, Ireland, the son of Irish parents.
After coming to the New York from Ireland at the age of 26, He worked his way from a journeyman baker in Frankfort Street to owning 75 blocks of New York at the time of his death.
He married Mary Macklin (1809–1885) about 1836 probably in New York City, New York, and together they had three daughters and three or four sons:
Of note, his daughter Isabella was the wife of lawyer Henry A. Brann, and Fanny was married to industrialist and real estate mogul William F. Croft.
Charles passed away at age 76 in 1881 at Manhattan, New York City, New York. [1] He was buried in Calvary Cemetery.[2]
There is a death record for son James Devlin born 1856 and died 1886 but no James Devlin in the 1860 US Census at age 4, so this likely is the James Devlin born 1841 and died 1881.
