Charles Wesley Cloar was born on March 15, 1864, in Crittenden County, Arkansas, to Thomas Jefferson Cloar and Adelaide Amanda Acock. He had five siblings. His mother died three days after his birth and his father died when he was 12 years old. He lived in Tyronza, Arkansas, for most of his life. He married Julia Eva David on January 24, 1900, and they had six children: Thomas Jefferson, Chas W, Rhoda Florence, John R, Bessie Marie and Carroll James. He was a farmer and a member of the Methodist Church. He died on November 28, 1928, in his hometown and was buried in Earle, Arkansas.
