Thomas was born about 1803.
On 20 Mar 1831 he married Ann Jeavons at Kingswinford, Staffordshire, England. [1]

1851 Census Cradley, Halesowen [3] According to the census he was a master "whitesmith" and victualler. A whitesmith was one who made smaller, finer articles of metal ware or filed and polished items made by a blacksmith. [4]

Thomas was still living in Cradley when he died on 15 September 1873. [5] His will was proved at the District Probate Registry Worcester on 5 January 1874. [6]
A notice in the County Advertiser the following May showed that his estate was still in the process of being wound up: [7]
Notice is herby given that all Creditors and other persons having any Debts, Claims or Demands on or against the ESTATE of THOMAS CLEMM, late of Cradley, in the County of Worcester, Vice Maker (who died on the 15th day of September 1873 at Cradley aforesaid, and whose will was proved in the District Registry of Her Majesty's Court of Probate at Worcester, on the 5th day of January 1874 by John Elcock and Amos Pearson the executors therein named)...
Thomas was buried in the churchyard at Cradley, Worcestershire. [8]His headstone reads:
Sacred to the memory of Thomas Cemm, late of Cradley, who died September 15th 1873, aged 70 years.
Weep not for me my children dear,
because I die and leave you here,
but only trust in Jesus' name
and we shall meet in heaven again."
The Bridge Inn, Cradley

The Bridge Inn (now demolished) once stood on Bridge Street, Cradley opposite the entrance to Mill Street. Bridge Street passed over the nearby River Stour.
An advert in the County Advertiser ( 22 September 1866) described the Bridge Inn as a "well accustomed Old-licensed Inn, which is situate in an important position, surrounded by ironworks and manufactories, and is now doing a good in and out-door trade. To a person requiring a profitable and respectable house, the above presents a most favourable opportunity; and an energetic person would considerably extend the business. Coming-in about £120. Rent low. "
The pub closed in 1955 and was converted into offices for Cradley Chains and Castings Ltd for a time before it was demolished.
Thomas Cemm was landlord of The Bridge Inn, Cradley from 1844 to 1864.
