Constable J.L Francois Carriere joined the Royal Canadian Mounted Police at age 33 in Aug 1987. In 1993, he transferred to the Cole Harbour, Nova Scotia detachment. It was there where he applied to become a part of the RCMP Underwater Recovery Team. During an underwater inspection, Carriere's breathing apparatus failed and he drowned on the job.
Due to his tragic death, dive procedures were changed to the buddy system explicitly in order to prevent accidental deaths in the future.
He left behind a wife and two children.
