John Burke was born on the 12 November 1786 at Thistle Grove, Middlesex, England. He was the elder son of Peter Burke of Elm Hall, Tipperary, Ireland, and his first wife, Anne Dowdall, daughter and coheiress of Matthew Dowdall, M.D., of Mullingar, Ireland.
John Burke settled in London in 1811, according to The Burke Family Records [1] and was engaged in literary work in London, England, but afterwards devoted himself to genealogical studies.
In 1805, John married his cousin, Mary O'Reilly (died 1846), second daughter of Bernard O'Reilly of Ballymorris, Longford, Ireland. (Mary is listed as one of the lost graves on the Burdett Coutts memorial in Old St. Pancras Churchyard.)

While John Burke was known as "John Burke of Thistle Grove, Middlesex, England" it seems that he didn't migrate to England until 1811, which means that he was born at Elm Hall in Tipperary, Ireland at the family seat of his father, Peter Burke. [1]
