Richard was born on the 17th of August, 1660. ^[1] He was the son of Sir Richard Bulkeley Bt and Lady Catherine Bulkeley (née Bysse). He married Lucy Downing on the 16th of February, 1685 in Westminster Abbey. ^[1] He succeeded his father as Baronet on 17th March 1685. ^[1] He was M.P. for Fethard, Co. Wexford, 1692-1693, 1695-16999, and 1701-1710. ^[1] He passed away on the 7th of April, 1710 in Ewell, Surrey. ^[1] With his death the baronetcy became extinct.
