Frank Victor Budge was born in 1887 in St Arnaud, Victoria, Australia, son of Eliza (Cutting) Budge and Isaac Budge.^[1]

He was married to Hilda Maud Byram Williams.^{[citation needed]} Their children were:^{[citation needed]}

• Francis Arthur Budge (1925–2009)

Frank died on 30 April 1936 at Mt Alexander near Harcourt, Victoria after he was struck by a large boulder at Blight and Company's granite quarry, where he was employed.^[2]

   QUARRYMAN KILLED BY BOULDER. MELBOURNE, May 1. when-he was struck by a large boulder at Blight and Company's granite quarryat Coopers Road, Harcourt North, where he was employed, Frank Budge, 48, quarryman, of Kangaroo Flat, suffered injuries which caused his death later. Budge was removing the overburden when the boulder moved and rolled on him, fracturing one thigh and breaking both ankles.
