Thomas Brown was a convict after the Third Fleet transported to New South Wales
According to Find a Grave, transported to New South Wales, arriving 1835. There were two men named 'Thomas Brown' convicts in 1835. One was convicted in Devon so probably not related. The other was convicted in Kent so perhaps more probable:
