The country is for the person's nationality not where he was held. I'm sure he wasn't German, thus the change.

Instead of Category: World War II, US Army Veterans

If you have his regiment or division, you can add that in front of the country. You'll probably notice that the order now goes from smallest to largest, thus the war is at the end.
