Billy was born on August 18th in 1930^{[1] [2]} to Ike Newton Ballow and Jessie Mabel Gibson Ballow. Billy was the youngest of 10 children and he grew up in the Millville community in north central Rusk County, Texas. The Ballow family property was adjacent to the Mill Creek which ran along the property's west boundary.

Billy and wife Adell^[3] owned and operated Ballow Brother's Autos in Henderson, Texas. This was a retail "Used Car Business", as well as an Auto Auction for many years.

When the Ballow Family property in Millville was sold to the Texas Utilities Mining Company (for Lignite) around 1979 the family moved to the west side of Henderson, Texas where Billy and his older brother Herman purchased approximately 100 acres, on the south side of county road 481, where he and Adelle built a new home and lived out the remainder of their lives.

Billy's brother and sisters, (who never married), Herman, Grace, Hazel, and Betty also built a new home on the property near Billy and Adell's new home.

Sons Keith, Dave, and Bruce also had homes located on the new property off county road 481.

Billy passed away in the hospital, in Tyler, Texas on 8 May 2015. ^{[4][5] [6]} He is buried in the Millville Cemetery^[7] in Rusk County, Texas.
