Robbins was born about 1910. Robbins is the child of Charles Allen and Elizabeth Newton.

When James (Jim) Robbins Woodhouse Allen was born on September 26, 1909, in Ridley Park, Pennsylvania, his father, Charles, was 30 and his mother, Elizabeth, was 30. He married Elizabeth Cecily Wheeler Allen Lambrecht and they had two children together. He then married Fannie Rose Otis Allen on April 22, 1961, in Portland, Connecticut. He died on June 7, 1972, in Pensacola, Florida, at the age of 62, and was buried in Arlington, Virginia.
