Is the Garsie Williams of the 1940 Census the same person as the Garsie Williams who was charged with murder in 1941? Was he extradited from Arizona to Mississippi, and where and when did he die?

Not sure if it is the same man, but here is a clipping for the obituary of Robert Ross, who changed his name from Garsie Williams, in 1979, in Arizona:
