Samuel was born in 1798 in Virginia (per FS) or Maryland (per Find a Grave). He was the son of Elijah Williams (1765-1835) and Harriet Davis (1772-1837). Birth date of 1798 if correct would have him almost definitely twin of Elizabeth who was born in Maryland.
He moved to Ohio county, KY, where he married Maria Malin in 1821. They had the following children:

He passed away in 1850 and is buried in the Williams Family Cemetery in KY.
