Epha Warner was born on April 29, 1748 in Waterbury, New Haven, Connecticut Colony, son of Ephraim Warner (1695–1768) and Eleanor Smith (1717–1792).

Epha (25) married Elizabeth Perkins (20) (born in New Haven, Connecticut; daughter of John Perkins III and Thankful (Chamberlain) Perkins) on January 8, 1774 in Waterbury, New Haven, Connecticut Colony.
