Caezar Allen was born about 1775 in Virginia.[1] He was enslaved by John Ward Jr. of Pittsylvania County, Virginia at the time of Ward's death in 1826. Ward’s will freed all of his slaves and Caezar was manumitted on 11 Jan 1827.[2][3] Manumission records for 134 individuals previously enslaved by Ward were recorded in the Pittsylvania County Register of Free Negroes. Research is ongoing, but it seems that most, if not all of them settled in Ohio with larger groups known to have settled in Clinton County, Lawrence County, and Gallia County.
In 1830, he was living alone in Gallipolis, Gallia County, Ohio.[4] He had at least one child, son Julius, with Polly (maiden name unknown) around 1832.[5] In 1840, Caesar lived in Gallipolis and his household included four males under 10, one male age 36-54, and one male (presumably himself) age 55-99 as well as one female under 10 and one female 36-54.[6] He and Polly lived together in Green Township, Gallia County, Ohio in 1860.[1]
