I don't show an Irene Jane as a daughter to Parker. I also can't locate her by looking up records. Do you have any sources you can contribute to prove that Parker is her father?
In this case the bond was in 1797 and some trees show Jainy's father as Jacob (Adkins-2806) and he had passed away about 1791 so it could be possible that Parker (Adkins-2603) signed the bond (which would be her brother if she is a daughter of Jacob). I can see where it can be confusing. Jainy (Jenny) is not confirmed in Ronnie Adkins book and he did quite a bit of research on the family but that doesn't mean she isn't daughter of Jacob. Finding Jacob's will might help confirm that. I tend to save all Adkins files I come across and have been in the wills but never found one for a Jacob.

The marriage bond shows a Parker Adkins and the bonds are generally done by the father but if the father is deceased then a brother generally signs. (https://www.geni.com/photo/view/6000000003161853678?album_type=photos_of_me&photo_id=6000000089275048836)
