Elizabeth was born in 1846 in Kettering, Northamptonshire, England.

She is the 2nd daughter of Thomas Collis and Emma Cox.

In the 1851 census Elizabeth was a 4-year-old Scholar who lived with her family and lodgers in Theddingworth, Leicestershire, England.

Elizabeth died aged 34 on 24 Jul 1881 at Devon, Victoria due to congestion of the lungs. Her death was registered in the district of Yarram Yarram, Victoria, Australia. John Clark was undertaker and the Rev. H. Betts, Church of England Minister, conducted the service. Her husband William was the informant on her death certificate.

Elizabeth Foy was originally buried in the Yarram Public Cemetery (burials 1873-1903) but re-interred in the Yarram New Cemetery about 1912. The location of her grave is unknown.
