Jesse was born about 1774. The 1810 census gives a birth year range of 1766-1784 but the 1820 census narrows it to before 1775. He married Sarah Mills in 1800 in Fishkill, Dutchess County, The name Fishkill originates from the Dutch words Vis (fish) Kill (creek or stream). The property where they lived in 1802 was sold to Jesse by William Roe Sr. and was valued at $100 and that produced a tax bill of 13 cents. Eight of Jesse and Sarah's nine children were listed in the 1820 census by rough estimate of age. Since one son Henry was still a minor in 1839 it is likely he was born after the 1820 census. No further records have been located for Jesse yet. He may have remarried after wife Sarah's death.

While the original sale of land by William Roe Sr. of Fishkill, Dutchess County, New York to Jesse Miller has not been located, the property was taxed in 1802 and mentioned in a Deed dated 28 March 1821 between William Roe (Jr.) and his wife to Samuel Bogards. The original sale likely took place before 1802 and Jesse was likely still living on the land in March 1821. One rood in Old English measurement equals one quarter of an acre. One perch equals 5.0292 meters. Therefore the property was approximately half an acre plus 446 feet. This is most likely where Jesse and Sarah raised nine children in a house built on this property. In 1802 Jesse paid 13 cents property tax on this land.
