Russell was born in 1914. He was the son of Roylance Mccloy and Jane Gifford Maltby.
He lived with his parents and brother William in Seattle, King, Washington, United States in 1930.
Russell served in the 2nd World War, enlisting in Washington.
He died on August 12, 1942 from wounds suffered on the heavy cruiser USS Astoria when it was heavily damaged by a Japanese destroyer on August 9 and then sank several hours later during the Battle of Savo Island.
