Jocelyn was born on 27 August 1889. He was the son of Sir Edward Lingard Lucas, 3rd Bt. and Mary Helen Chance.[1]
He was educated at Eton College, Windsor, Berkshire, England and at Royal Military College, Sandhurst, Berkshire, England.
Jocelyn fought in the First World War, where he was wounded and became a Prisoner Of War. He gained the rank of Major in the 4th Battalion, Royal Warwickshire Regiment. He was awarded the Military Cross (M.C.).
He married Edith Cameron (daughter of Very Rev. David Barrie Cameron and previously the wife of Sir Trehawk Herbert Kekewich, 1st Bt.) on 20 December 1933 at Westminster St. Margaret, London, England.[2]
He held the office of Member of Parliament (M.P.) for Portsmouth South between 1936 and 1966.
Upon the death of his father on 3 August 1936 he succeeded as the 4th Baronet Lucas, of Ashtead Park, co. Surrey [U.K., 1887].
He bred Sealyham terriers. In the late 1940's, he developed a breed of dog (which he described as "death to rats") and the Lucas Terrier was named after him.
His wife Edith died in 1956.
He was appointed Knight Commander, Order of the British Empire (K.B.E.) in 1959.
He married, secondly, Thelma Grace Arbuthnot (daughter of Harold Denison Arbuthnot and Anne Grace Lambert) on 20 October 1960.
His wife Thelma died in 1974.
Jocelyn died in 1980.
