Charlsie was born in 1938 to Matthew Ivey and Mary Gunn. She was an only child.

She married before 1968 to Glenn Edward Carter, son of Radford Carter and Marian Story. She was about 29 years old in 1968. They may have had at least 4-5 children together.

She remarried before 1971 and may have had 1-2 children.

Charlsie passed away in 2018 at the age of 79.
