Frank was born in 1870. He passed away in 1955.
Frank was one of the 42 Labour MPs elected at the Dec 1910 General Election. He was elected for the Sunderland seat and held it until the 1918 General Election.
Frank was also an active trade unionist in his profession as a teacher and rose the ranks to lead the National Union of Teachers as its General Secretary from 1924 to 1931
