Biography
Percy Cowper was born in 1874 and married Ottilie Voullaire in 1926. Percy was the Postmaster at Emerald, Victoria from 1928 until his retirement in 1947. Percy passed away in 1954, at which time, he and his wife, Ottilie, were residing at 16 Kendall Street, Ringwood.[1]
